Signal flags are used for communication between ships at sea. A total of 46 flags and pennants represent each letter of the alphabet and the numbers 0-9. Instead of spelling out each word, coded signals represent full messages. Practice is important in mastering the use of signal flags for communication. Training card decks, like this one, were issued to navy signalmen to practice.
